David has over 20 years of experience in water resources, storm water facility design, and floodplain management. He has worked in both the private sector and the public sector where he served as a county floodplain division manager/engineer. He is a registered professional engineer, a Certified Floodplain Manager (ASFPM), and a Certified Stormwater Manager (APWA). David has a Bachelor’s Degree in Civil Engineering from the University of Arizona.
Given David’s public sector experience, he is well skilled in identifying client needs and achieving project goals through transparency, trust, and accountability. As a county floodplain division manager/engineer, his experience included program development, multi-agency coordination, scope of work development and review, contract and construction administration, plan review, and project quality control and quality assurance.
David has worked on design projects of many scales, including: large-scale residential developments and master plans; single family homes; commercial developments; and institutional-scale plans, such as campus-wide improvement programs for private and community college campuses.
